Invoicing in Portugal: what your invoice needs
Portugal has some of the strictest invoicing rules in Europe. An official fatura has to be created in certified invoicing software (or the tax authority's own tool), and it must carry an ATCUD code and a QR code. Every invoice is reported to the tax authority through the monthly SAF-T file.
A PDF from a general online tool cannot meet those rules. Use it for quotes, pro forma invoices and drafts, or for clients outside Portugal. For your official Portuguese invoices, use the free tool in the Portal das Finanças or certified software.

What a Portugal invoice should include
- Your name, address and NIF, and the customer's NIF
- A unique document number in a numbering series, with the ATCUD
- The QR code required by the tax authority
- The invoice date, and the date of supply if different
- A description of the goods or services, quantity and price
- The taxable amount, the IVA rate and the IVA amount
- If IVA is not charged: the legal exemption reference (motivo de isenção)

If you are a freelancer or small business in Portugal, the tax authority's own invoicing service is free and produces the ATCUD and the QR code. Use it for anything that has to be a legal fatura.
Recibo verde for freelancers
Independent professionals usually issue a fatura-recibo, the combined invoice and receipt. It is created on the Portal das Finanças and reported at once.
Cross-border clients
For business customers in other EU countries, IVA is usually not charged and the reverse charge applies. That is a case where a PDF from this tool is a fair working copy, but the official document still comes from certified software.
